Licensing reconsideration & review


​​Under the Health Professions and Occupations Act (HPOA), applicants and licensees may be eligible to apply for BCCNM to reconsider or review some licensing decisions and determinations.

Reasons a reconsideration or review will be considered 

BCCNM can only consider an application for a reconsideration or a review if:  

  • The decision/determination was made contrary to the HPOA, the HPOA regulations, or BCCNM bylaws; 
  • The decision/determination was not made in accordance with the principles of procedural fairness; or 
  • New information is available that is relevant that was: 
    • ​​​​​​​​not available, or could not have been discovered before the decision or determination was made; or 
      • ​​​​​​​​relates to a change in circumstances since the decision or determination was made and, because of the change, the decision or determination is no longer appropriate.

Reconsideration of an administrative refusal

If the Registrar or the Deputy Registrar, Licensing, has refused your application under section 44 of the HPOA (an “Administrative Refusal”), you may be eligible to apply for the decision to be reconsidered. Applications must be complete and submitted within 30 days of the date of your decision letter to be considered. ​

         2. Download and complete an Application for Reconsideration of Administrative Refusal.

         3. Submit the application form and all required information and documents to licensingreconsiderations@bccnm.ca.

  • ​​Applications must be complete and submitted within 30 days of the date of your decision letter to be considered.

Reconsideration of an equivalency determination  

When reviewing an application for licensure, BCCNM must determine if the applicant possesses the knowledge, skills, ability, and judgment expected of a new graduate from a recognized nursing or midwifery education program. If you are advised that your education and/or practice experience are not substantially equivalent, you may be eligible to apply for the Licence Committee to reconsider the equivalency determination. Applications must be complete and submitted within 30 days of the date of your equivalency determination letter to be considered.  ​

         3. Submit the application form and all required information and documents to licensingreconsiderations@bccnm.ca.
Due dates and timelines
  • Applications must be complete and submitted within 30 days of the date of your decision letter to be considered.
  • Due to the volume of applications before the Licence Committee, it may take several months before you receive a decision from the committee.

Review of a revocation decision  

If the Registrar or the Deputy Registrar of Licensing has revoked, varied, or suspended your licence, you may be eligible to apply for a review of the decision by the Licence Committee. Applications must be complete and submitted within 14 days of the date of your decision letter to be considered. ​
