Consent agreement

On September 15, 2022, a panel of the Inquiry Committee approved a Consent Agreement between BCCNM and Carole Garfield of West Kelowna, to address practice issues that occurred in September 2021 related to contacting a vulnerable client, while off duty, using her personal cell phone and email, to provide anti COVID vaccine information and to recommend alternative pseudo-science modalities.

​The Former Registrant has voluntarily agreed to terms equivalent to a limit and/or condition on their practice, including: 

  1. A suspension of their nursing registration for a period of four weeks.

  2. A public reprimand.

  3. A limit prohibiting them from being the sole RN on duty for a period of six months.

  4. ​Remedial education in ethics, boundaries, documentation, privacy & confidentiality, and the professional nursing standards.

The Inquiry Committee is satisfied that the terms will protect the public.​
