On June 6, 2017, the CRPNBC Discipline Committee convened a panel to inquire into the conduct of this former registrant. Ms. Hurlston failed to show at the hearing, and the panel issued a preliminary decision to proceed with the hearing in her absence. The preliminary decision can be viewed here.
The Discipline panel found that Ms. Hurlston, while working as an RPN, engaged in an inappropriate and/or intimate relationship with a client, including allowing the client to move in with her after he left the rehabilitation center where they met. The panel upheld four of five counts in the citation and found that Ms. Hurlston breached professional boundaries and failed to be forthcoming in her interactions with the College during the investigation into her conduct. On October 3, 2017, a hearing to determine the appropriate penalty was held. On November 1, 2017, the panel issued its decision on Disciplinary Action, which can be reviewed here. The panel ordered that Ms. Hurlston:
- may not apply for reinstatement with the College until after February 28, 2019, which is 5 years since her registration lapsed;
- be subject to all usual requirements and conditions for reinstatement of her registration;
- pay a fine of $7,000;
- pay costs and disbursements assessed at $35,000; and
- be formally reprimanded.
